Committee of the Whole A working session of the full board. The same nine directors meet to talk business through in detail rather than to decide it. Budgets, policies and contracts get aired here; the formal votes usually wait for the regular board meeting the following week. The public may speak. Comments from community members are taken at the end of the meeting, limited to three minutes per speaker.
